[AntifragiCity-WP2] First draft of Equilibrium version 1

Dear All, Please find attached our draft implementation report for the antifragile urban mobility system model. This model adopts a dynamical-systems approach, in which the performance indicator E(t) converges toward target states through a transparent relaxation mechanism. The model is designed to support practical calibration and partner implementation, rather than to provide an optimisation-based equilibrium analysis. I would be grateful if you could review the report and share any questions or suggestions before our meeting next week.
